In a significant advancement for the Siang Upper Multipurpose Project (SUMP), the Government of Arunachal Pradesh (GoAP) has formalized a Memorandum of Understanding (MoU) with the residents of Pangkang Jorkong village, enabling the commencement of Pre-Feasibility Report (PFR) activities. This milestone was marked by the participation of 79 out of 86 households in the village, reflecting robust community support for a project deemed nationally important for bolstering India’s energy security and fostering regional development. The MoU was signed by Siang Deputy Commissioner Tayi Taggu on behalf of the government and Tamyo Mingki for the villagers in a ceremony that attracted key dignitaries, including Minister for Rural Development Ojing Tasing and various officials.

During the ceremony, Minister Tasing stressed the increasing involvement and backing from local communities, viewing this trend as a testament to the trust being placed in the SUMP. He reassured attendees of the government’s dedication to a development approach that is inclusive and transparent, aligning with community aspirations. Minister Tasing highlighted the critical nature of PFR activities, which are essential for a thorough evaluation of the project while safeguarding both environmental concerns and community interests.

The State Nodal Officer elucidated the MoU, clarifying that it specifically covers PFR activities. The officer also indicated that upon the successful completion of the PFR and subsequent feasibility studies, consultations would be held with Project Affected Families (PAFs) to create a bespoke relief and rehabilitation package tailored for the SUMP. Furthermore, it was noted that the government intends to implement dedicated development packages aimed at the inclusive and sustainable progression of the PAFs.

Community members expressed their endorsement of the PFR activities, underlining the necessity for ongoing communication, transparency, and the safeguarding of local interests. The Siang Upper Multipurpose Project is anticipated to play a pivotal role as a foundational infrastructure initiative, contributing significantly to hydropower generation, flood management, and overall socio-economic advancement in Arunachal Pradesh.
