Arunachal Govt Tables 7 Bills in Assembly to Reform Fire Services, Fiscal Management and Local Governance

The Arunachal Pradesh Legislative Assembly witnessed the introduction of seven important Bills that aim to bring changes in several sectors, including fire safety, education administration, taxation, urban planning and governance of local bodies. The Bills were presented by different ministers during the Assembly proceedings and are expected to be discussed further in the coming days before any final decision is taken. Chief Minister Pema Khandu introduced the Arunachal Pradesh Fire and Emergency Services Bill. The proposed legislation seeks to strengthen the fire and emergency response system in the state. It aims to provide a proper legal framework for maintaining fire and emergency services and improving fire safety measures in buildings and other premises across Arunachal Pradesh. Officials said the Bill focuses on better prevention measures and preparedness to deal with fire-related incidents.

Education Minister Pasang Dorjee Sona placed the Arunachal Pradesh Transfer and Posting of Employees of Education Department (Regulation and Management) Bill before the House. The Bill proposes to create a clear and structured system for managing the transfer and posting of employees in the state’s education department. It covers both teaching and non-teaching staff and aims to ensure better transparency and proper management in postings. Deputy Chief Minister Chowna Mein, who also handles the Finance, Planning and Investment departments, introduced two Bills during the session. One of them is the Arunachal Pradesh Goods and Services Tax (Amendment) Bill, which proposes amendments to the state’s GST Act of 2017. The other is the Arunachal Pradesh Fiscal Responsibility and Budget Management (Amendment) Bill, which seeks changes to the FRBM Act of 2006. These amendments are aimed at updating financial management practices and strengthening fiscal discipline in the state.

Panchayati Raj Minister Ojing Tasing introduced the Arunachal Pradesh Local Authorities (Prohibition of Defection) (Amendment) Bill. The proposed amendment relates to the existing law dealing with defection in local governing bodies and is intended to improve the functioning of local authorities.Urban Affairs Minister Balo Raja also tabled the Arunachal Pradesh Urban and Country Planning (Amendment) Bill. The proposed changes focus on strengthening the framework for urban development and planning in towns and growing urban areas of the state. In addition, Parliamentary Affairs Minister Pasang Dorjee Sona introduced the Arunachal Pradesh Salaries, Allowances and Pension of Members of Legislative Assembly (Amendment) Bill, which proposes revisions related to the salaries, allowances and pension provisions for MLAs.
